🛡️ Japan Employment Insurance Calculator
Calculate your Japan Employment Insurance (雇用保険) premium from your monthly wage and business type. Rates differ for general, agriculture/brewing, and construction industries, split between worker and employer.
What is this tool?
Employment Insurance (雇用保険, Koyō Hoken) is Japan's social insurance that funds unemployment benefits, employment stabilization, and child-care/working-parent support. Both employees and employers pay, but the rate depends on the type of business. As of the October 2024 revision (令和6年10月), the general-industry rates are 0.4% for the worker (0.3% employment insurance + 0.1% child-care contribution) and 0.7% for the employer (0.6% + 0.1%). Agriculture, forestry, fisheries, and sake brewing pay slightly more (worker 0.5% / employer 0.9%), while the construction industry pays worker 0.4% / employer 1.0%. The premium is calculated on total taxable wages including most bonuses, with no separate bonus ceiling for employment insurance (unlike the pension). The child-care and working-parent contribution (子ども・子育て拠出金) was added in October 2024 and is shared equally. This calculator applies the correct rate for your industry so you can see both shares. For the larger payroll-insurance pieces see the employees' pension tool and health insurance rate tool. How it works
The premium is the monthly wage multiplied by the industry rate, then split between worker and employer. The child-care contribution is included in the totals shown. Construction carries the highest employer rate to fund its seasonal-risk pool.
| Industry | Worker | Employer | --- | --- | --- | General | 0.4% | 0.7% | Agriculture / brewing | 0.5% | 0.9% | Construction | 0.4% | 1.0% |

Basic Allowance (基本手当) payable days by age — standard qualification (1+ year insured period) Those with 10+ years of insured period receive longer payments (e.g. under-30 → 120 days; 45–59 → 180 days; 60–64 → 210 days). The benefit equals roughly 50–80% of the daily wage (higher rate for lower wages) and is paid for the days shown after a 7-day waiting period.

Frequently Asked Questions
What are the Employment Insurance rates by industry?
As of the October 2024 revision: general industry worker 0.4% / employer 0.7%; agriculture, forestry, fisheries and sake brewing worker 0.5% / employer 0.9%; construction worker 0.4% / employer 1.0%. Each includes the 0.1% child-care contribution.
Is there a bonus ceiling like the pension?
No. Employment insurance is calculated on total taxable wages including regular bonuses, without the separate monthly bonus ceiling that applies to the Employees' Pension.
What does Employment Insurance actually fund?
It funds unemployment benefits (基本手当), employment stabilization programs, and the child-care/working-parent support contribution (子ども・子育て拠出金) added in October 2024.
Why is the construction rate higher?
The construction industry carries a higher employer rate (1.0%) to fund its employment-stability and seasonal-risk adjustment pool, reflecting more volatile hiring cycles.
Do freelancers or company directors pay this?
Generally no. Employment insurance covers employment relationships with salary; freelancers and non-salary directors are usually outside the system (though voluntary enrollment exists for some).

Tips & Advice
Employment insurance is usually a small line on your payslip, but it is what funds your unemployment benefit (基本手当) if you are laid off — roughly 50–80% of your recent wage for up to several months depending on age and tenure. The October 2024 addition of the child-care contribution (子ども・子育て拠出金) raised both worker and employer rates by 0.1 percentage points, so older calculators will understate current premiums. If you are a freelancer or director without salary, you generally do not pay employment insurance. Because the worker's share is deducted pre-tax, it slightly lowers taxable income. Combine this with our gross-to-net calculator (Batch C) to see total statutory deductions from your wage.
